Laurel
(a.k.a. “The Soil Lady”) is the founder and president of
Soil Services Company, Inc. She is a Certified
Professional Soil Scientist and Soil Classifier.
Prior to starting the firm in 1984, she was a soil
scientist with the USDA Soil Conservation Service where
she mapped soils as part of the National Cooperative
Soil Survey program in the Cascade Mountains of Oregon.
Before that, she was a Soil Materials Engineering
Technician with the U.S. Forest Service in Missoula,
Montana. Laurel is the lead consultant in soil
mapping and reconnaissance, soil profile descriptions,
soil taxonomic classification, geomorphological
investigations for archaeology, and identification of
hydric, alluvial, and colluvial soils. Her
undergraduate education centered on Regional and
Community Land Use Planning, and she has a B.S. in
Resource Economics. Her graduate study focus was
“Land Capability Analysis,” which lead to an M.S. in
Resource Conservation from University of Montana School
of Forestry. She is Treasurer of Pennsylvania
Association of Professional Soil Scientist (PAPSS), a
trainer for Pennsylvania Septage Management Association
(PSMA), a licensed Pennsylvania Sewage Enforcement
Officer (SEO), and a national past president of National
Society of Consulting Soil Scientists (NSCSS).

Randy A. Rosbach,

Randy
is our on-site sewage system designer, GPS specialist,
digital cartographer (AutoCAD), and soil science field
technician. Randy manages “Mountain Wastewater
Management,” our division for inspection, operation,
maintenance, and reporting of wastewater systems.
Randy has an A.A. degree in Computer Science from
Pennsylvania College of Technology, and serves as our
in-house computer expert. He is licensed as a
Sewage Enforcement Officer, certified in “Operation and
Maintenance” by National Association of Wastewater
Transporters (NAWT), and is certified as a service
provider by Jet, Norweco, Ecoflo (PremierTech), Puraflo
(Bord Na Mona), Orenco AdvanTex, and American
Manufacturing Company (Perc-Rite). He is a
Pennsylvania Septage Management Association (PSMA)
certified Wastewater Treatment Inspector. Randy
volunteers as the Fire Chief of Forksville Volunteer
Fire Company. |

George W. Mueller,

George is
our project manager, serving as your first point of
contact for inquiries or scheduling. He has manned
the phone and project calendar at Soil Services since
1985. George is also a soil science technician,
responsible for managing field soil testing and survey.
Prior to Soil Services, George worked in the irrigation
industry in Oregon, supplying pipe and pumps. He
holds a B.A. degree in Sociology from University of
Montana. George is a licensed Sewage Enforcement
Officer and is a Pennsylvania Septage Management
Association (PSMA) certified Wastewater Treatment
Inspector. George is an active member of PASEO,
PAPSS, and PSMA, and NSCSS. George volunteers as
an EMT and Firefighter with Eldredsville Volunteer Fire
Company. |

David V. Linahan,
P.E., SEO

David
is our oversight engineer, providing leadership for
larger projects, as needed. He is a Pennsylvania
licensed Professional Engineer with a Bachelor (1980)
and a Master Degree (1983) in Civil Engineering from
Villanova University. He is also a licensed Water
and Wastewater Systems Operator and a certified Sewage
Enforcement Officer (SEO) in Pennsylvania. David began
his professional career in 1980 as a Construction
Project Engineer for the City of Philadelphia Water
Department overseeing multimillion dollar wastewater
treatment construction projects near Philadelphia.
In 1989, David joined Yerkes Associates, were he headed
the Sanitary Engineering Group and was promoted to
Senior Vice President. At Yerkes, he oversaw
construction and start-up operations of Concord
Township’s Central Sewer Project, designed Willistown
Township Pressure Sewer systems, and designed the first
community drip dispersal system in Pennsylvania.
In 2008, David started his own firm, David V Linahan, PE
LLC and co-authored “Alternative Sewer Systems” the WEF
Manual of Practice No. FD-12. David is a member of
the Pennsylvania Association of Sewage Enforcement
Officers (PASEO) and the National Onsite Wastewater
Recycling Association (NOWRA), serving as Ethics
committee chairman of 2000-2002 and writing the NOWRA’s
“Code of Ethics”. In 2002, David founded
Pennsylvania Onsite Wastewater Recycling Association
(POWRA), serving two terms as President.

Teresa Torluccio

Terri
is our office manager. She manages Accounts
Payable and bookkeeping, makes PA One-Calls, tracks O&M
service for Mountain Wastewater Management, and assists
with proposals. Every Spring, Terri also runs “The
Greenery,” her own greenhouse business. Terri
volunteers as Secretary, EMT, and Fire Police for
Eldredsville Volunteer Fire Company. |

Scott King

Scott
works with us in summers and part time through the year.
He has plans to become a future geoscientist. He
is currently enrolled at Pennsylvania State University
in “Environmental Resource Management,” with a focus in
soil science. Scott conducts soil testing,
inspects and provides maintenance service for on-site
sewage systems, participates in wetland delineation,
water quality sampling, and field survey. He is a
Firefighter and EMT for Hillsgrove Volunteer Fire
Company. |
